Ukraine is the only country in the world implementing a large-scale state compensation programme for damaged and destroyed housing during a full-scale war.
Over three years, the state eVidnovlennia compensation programme has become not only a compensation mechanism but also a tool for returning people to normal life, supporting communities and rebuilding the housing sector.
As of 10 August 2026, 247 842 families had received compensation totalling 132.1 billion hryvnias.
For more data on the results, see the infographic.
At the end of 2025, a new programme component was launched: “Housing for internally displaced persons from temporarily occupied territories”. The programme currently concerns IDPs who are combatants or persons with disabilities as a result of the war.
The eVidnovlennia service and the Register of Damaged and Destroyed Property are being implemented jointly with the Ministry of Digital Transformation of Ukraine. The development of the service and register was made possible under the Digitalisation for Growth, Integrity and Transparency project (the Digitalisation for Growth, Integrity and Transparency project — UK DIGIT), implemented by the Eurasia Foundation and funded by UK International Development. The project partner is the East Europe Foundation (East Europe Foundation).
