Behind the economic losses lie destroyed local economies, limited development opportunities and, above all, the loss of human potential.
This was discussed during a debate on the cost of crises for communities at a meeting of the Chamber of Local Authorities during the 51st session of the Congress of Local and Regional Authorities of the Council of Europe. In her speech, Deputy Minister Tetiana Stefiuk thanked European partners for their unwavering solidarity and support for Ukraine.
She also stressed that Ukrainian communities need to move from responding to the consequences of war towards sustained resilience. Ukraine therefore needs continued engagement by European partners, particularly in the following areas:
▪️Long-term financing to plan recovery years ahead rather than only respond to urgent needs.
▪️ Flexible support programmes for different types of communities, taking account of their capacities and needs.
▪️ War-risk insurance and business support instruments to restore local economies and jobs.
▪️ Direct partnerships with European municipalities for joint projects and exchanges of experience.
"Ukrainian communities have demonstrated what resilience means. Now we must demonstrate what European solidarity can achieve. By supporting Ukrainian communities, we invest in a safe, democratic and resilient Europe," emphasised Tetiana Stefiuk.
