Ukraine and the Council of Europe Development Bank plan to sign a new €80 million agreement by the end of November to finance housing vouchers for internally displaced people from temporarily occupied territories. The first €40 million is expected by the end of this year.
This was agreed by Vitalii Bezghin, Minister for Communities, Territories and Internally Displaced Persons, and Carlo Monticelli, Governor of the Council of Europe Development Bank, at a meeting in Strasbourg on 28 October. The meeting took place during a Ukrainian delegation’s visit to attend the 51st session of the Council of Europe’s Congress of Local and Regional Authorities.
“I personally thanked Carlo Monticelli, Governor of the Council of Europe Development Bank, for supporting Ukrainians. More than €800 million in social investment has been mobilised over three years of cooperation. The first €200 million of the HOME programme alone enabled more than 15 700 people to obtain new housing. But the need is growing as housing stock is destroyed. Today’s main agreement is to sign a new €80 million agreement for housing vouchers by the end of November, so that the first €40 million arrives by the end of the year,” said Vitalii Bezghin.
The parties also discussed support for municipal rental housing for displaced people and other vulnerable groups. The Council of Europe Development Bank expressed readiness to join the Coalition of Partners for Social Housing Development, which is planned to be launched during a conference in Warsaw.
One of the key areas of cooperation between Ukraine and the Council of Europe Development Bank is the HOME programme, which finances compensation for destroyed housing. Its total volume over three years will be €300 million, including a €50 million contribution from the Government of Italy. The third phase of the programme was signed on 26 June 2026 in Gdańsk.
Under the first €200 million of the programme, 6 174 housing certificates have already been redeemed and homes purchased in which more than 15 700 people live.
On 30 September, Ukraine received a first tranche of €50 million under HOME 3, out of the total €100 million provided by the Council of Europe Development Bank and the Government of Italy. Of these funds, UAH 2.5 billion was allocated to reserve 1 882 housing certificates for priority groups of citizens. A second tranche of €50 million is expected by the end of the year, depending on the use of the first.
Another €80 million was agreed to finance the eRecovery programme component “Housing for IDPs from Temporarily Occupied Territories”.
Minregion and the Council of Europe Development Bank continue to expand cooperation to give Ukrainians opportunities to obtain housing and create conditions for returning home.
