Ukraine is the only country in the world implementing a large-scale state compensation programme for damaged and destroyed housing during a full-scale war.
In three years, the state eRecovery compensation programme has become not only a compensation mechanism but also a tool for helping people return to normal life, supporting communities and rebuilding the housing sector.
As of 10 October 2026, 273 169 families had received compensation totalling 160.9 billion hryvnias.
In particular, more than 159 thousand families received a total of 15.5 billion hryvnias for damaged housing. More than 250 thousand applications were submitted over the 3 years of the programme.
This type of compensation includes two categories: payments for minor repairs (category A) and major repairs (category B). The average compensation amounts were 69 500 hryvnias and 340 200 hryvnias respectively.
These payments are provided under the World Bank project “Housing Repair for People's Empowerment (HOPE)”.
For destroyed housing, more than 109 thousand families also received certificates to purchase housing totalling 137.2 billion hryvnias. More than 198 thousand applications in this category were submitted over 3 years.
Almost 34 thousand families have already purchased new housing.
Payments for rebuilding on a person's own plot also continue. A total of 841 families received first-tranche funds totalling 1 billion hryvnias. Another 484 families have already received second-tranche funds totalling 607.2 million hryvnias.
These payments are part of the “HOME” project implemented by the Council of Europe Development Bank.
At the end of 2025, a new programme component was launched: “Housing for internally displaced persons from temporarily occupied territories”. The programme currently applies to IDPs who are combatants or persons with disabilities as a result of the war.
The number of families that have already purchased housing using a voucher is 3299.
In total, more than 47 thousand applications have been received under this component, of which more than 40 thousand have already been approved by local commissions.
The eRecovery service and the Register of Damaged and Destroyed Property are implemented by the Ministry for Communities, Territories and Internally Displaced Persons of Ukraine together with the Ministry of Digital Transformation of Ukraine. Development of the service and register was made possible under the “Digitalisation for Growth, Integrity and Transparency” (UK DIGIT) project, implemented by Eurasia Foundation and funded by UK International Development. The project partner is East Europe Foundation.
