The Council of Europe Development Bank (CEB) is one of Ukraine’s key partners in housing. The Bank supports yeVidnovlennia — including compensation for destroyed housing under the HOME project and technical support for developing the programme — as well as housing programmes for internally displaced persons, namely housing vouchers and preferential mortgage loans.
The meeting addressed the results of joint work, current needs and next steps.
The first tranche under HOME-3 has already been secured to finance yeVidnovlennia housing certificates — EUR 50 million. The next step is to secure the second half of the financing by the end of the year. Minregion also plans to increase its request to the CEB for next year — provisionally to EUR 200 million — to expand support for people.
Under HOME, the parties discussed the preparation of technical assistance to strengthen the capacity of the state and communities to provide compensation for destroyed housing. Minregion and the CEB are currently agreeing on specific terms of reference before work begins. From 2027, the project will become fully operational thanks to a European Union grant.
“It is important for us to maintain and develop housing programmes that are already working while increasing their scale to support as many people as possible. The need for housing is growing, so together with international partners we are working to secure additional financing and develop new instruments, including compensation for destroyed housing and housing programmes for internally displaced people,” said Deputy Minister Nataliia Kozlovska.
Housing vouchers under yeVidnovlennia for IDPs from temporarily occupied territories were also discussed. Procedures to secure an EUR 80 million CEB loan are being finalised. The parties expect to sign the Framework Agreement in the coming months, with the first tranche of EUR 40 million planned by the end of this year.
Preferential mortgage loans for IDPs and additional financing for the next phase of the programme were another topic of the meeting. Under the previous CEB project, Ukraine secured EUR 50 million, which has already been fully used. With these funds, 1 024 IDP families received preferential mortgage loans.
Another area is the creation of affordable rental housing for IDPs by converting unused buildings. Minregion and Habitat for Humanity are already working on such projects and have invited the CEB to support them.
