A correct address is needed to apply for social benefits, receive administrative services or register real estate. If an address is absent from a state register or its details contain errors, accessing services and completing documents can be more difficult. For communities, inaccuracies also create problems with property tax assessments and can lead to local budget losses.
To prevent such situations, address data in the Unified State Address Register (EDRA) are being processed in Ukraine (verified and moved to clarification). The register combines street and address information in a single system, helps identify errors and duplicates, and ensures consistent data are used in state registers and digital services.
During the III quarter of 2026, nearly 4.5 thousand streets and 33.5 thousand addresses were processed. Since the register began operating, nearly 330 thousand streets and more than 8.1 million addresses have been processed in total. 1,302 communities are involved in work with EDRA.
The largest numbers of streets during the quarter were processed in Odesa, Vinnytsia, Sumy, Volyn and Chernivtsi regions. Vinnytsia, Khmelnytskyi, Ternopil, Dnipropetrovsk and Cherkasy regions lead in the number of addresses processed.
Address verification matters for more than register accuracy. Consistent data help government bodies, communities, businesses and citizens use reliable information. In particular, EDRA interacts with the Unified State Electronic System in the Construction Sector (EDESSB). This enables address data to be used in construction processes, more accurate property records and reduced risk of errors caused by discrepancies between registers.
EDRA creates a unified digital address space for Ukraine, where up-to-date and consistent data help deliver services, manage territories and plan recovery.
The Unified State Address Register is being implemented through cooperation between the Ministry for Communities, Territories and Internally Displaced Persons and the Ministry of Digital Transformation of Ukraine, with support from the Digitalisation for Growth, Integrity and Transparency project (UK DIGIT), implemented by the Eurasia Foundation and funded by UK International Development. The project partner is the East Europe Foundation.
