▪️ This concerns non-privatised apartments and houses declared unsafe after shelling. People now find themselves in a legal trap: they can no longer privatise such housing, and without registered ownership they cannot receive compensation.
Government draft law No. 16012 is intended to remove this obstacle. It will allow unsafe housing in territories controlled by Ukraine to be privatised so that people can subsequently use the compensation mechanism.
Ukraine’s Minister for Communities, Territories and Internally Displaced Persons Vitalii Bezghin announced this during the hour of questions to the Government in the Verkhovna Rada of Ukraine.
“The work needed to amend the subordinate regulations is already in place. After the law is adopted, we will therefore be able to promptly launch a mechanism allowing people to register ownership and receive compensation,” the Minister said.
▪️ A separate issue is housing in settlements whose territories, because of the actual condition of their infrastructure, are unsuitable for human activity or habitation. In such cases, the standard assessment mechanism cannot fairly determine eligibility for compensation and requires legislative regulation.
Minregion supports the solutions set out in draft law No. 11444, which would remove legal barriers and give people access to compensation. These include removing the requirement to inspect real estate located in territories unsuitable for habitation.
The Minister added that the draft 2027 budget provides UAH 11.5 billion for compensation for destroyed property under the eVidnovlennia programme, more than in 2026.
