The Ministry is working to streamline the preparation of urban planning documentation at the local level. This was announced by Nataliia Kozlovska, Deputy Minister for Communities, Territories and IDPs, at the fifth annual symposium “Rebuilding a Place to Call Home 2026: Sustainable Cities and Regenerative Neighbourhoods”.
Community recovery is already underway. To achieve it, communities need to decide how to use their territories and plan their development.
“Preparing comprehensive plans remains a lengthy and costly process for many communities. Such documents contain a large amount of information and can take years to prepare. During that time, a community’s needs change, and the document risks becoming outdated before it is approved. We are therefore working to make spatial planning clearer and more accessible for communities,” Nataliia Kozlovska said.
One area of work is to clearly distinguish the purposes of different types of urban planning documentation:
Minregion is also working to give communities greater autonomy in determining the scope and sequence of planning according to their needs and capabilities. This will help avoid duplication of documents and decisions.
A working group at the Ministry is currently developing the streamlining concept. It will later be discussed with communities and sectoral associations, regional military administrations, the State Service for Geodesy, Cartography and Cadastre, and other stakeholders.
