Deputy Minister for Communities, Territories and Internally Displaced Persons Vitalii Bielobrov takes part in the 2026 Community Integrity Forum “From Formal Requirements to a Culture of Integrity”

The event brought together more than 80 representatives of government bodies, local self-government, anti-corruption officers, and international and civil society organisations.

During panel discussions, participants discussed:

▪️ challenges and prospects for developing integrity in the functioning of territorial communities;

▪️ practical experience and best cases of implementing integrity tools at local level.

The “Guide to Organising Anti-Corruption Work in Local Self-Government Bodies” was also presented at the forum.

Developing a culture of integrity at local level is an important part of strengthening communities’ institutional capacity and increasing trust in government bodies.
