“This issue requires effective solutions and coordination among all the parties involved. Our task as a Ministry is to work with regional military administrations to develop mechanisms that take people’s needs into account at every stage of evacuation. It is important that assistance be organised with regard to individual needs and the state’s actual capabilities,” Vitalii Bezghin, Minister for Communities, Territories and Internally Displaced Persons, stressed during a working visit to Kharkiv region.
What changes are we proposing?
Clearly allocate responsibility. Responsibility for organising evacuation and subsequent accommodation must be defined not only for the regions people are evacuated from, but also for the regions away from the front line that receive them. This should help ensure appropriate accommodation for evacuees.
Ensure an uninterrupted evacuation route to safe accommodation, identify those responsible for each stage, and establish procedures for transferring data and responding to disruptions.
Select accommodation according to people’s needs. For this purpose, a needs assessment is planned at the transit centre, for example, for medical care or specialised transport. This will allow people to be directed to places where appropriate conditions can be provided.
Reserve a place in advance. The receiving party must confirm that it is ready to receive the person. This will reduce the risk that suitable accommodation is unavailable after the person leaves the transit centre.
Provide assistance regardless of whether a person has documents. Documents should be restored or issued in parallel with registration, needs assessment and assistance.
Consider evacuation complete after the person has actually arrived and the receiving party has confirmed their reception.
