The Government supported the Ministry’s proposal and is allocating more than UAH 5.1 billion to finance housing certificates under the eVidnovlennia programme.
The funds were raised from the Council of Europe Development Bank (CEB), in cooperation with the Government of the Italian Republic, under the HOME project, which provides compensation for housing destroyed by Russian aggression.
“Thanks to the new financing, more than 3600 Ukrainian families will be able to purchase new housing to replace what was destroyed. Support from the Council of Europe Development Bank remains an important source of funding for compensation for destroyed housing. All projects and agreements in areas that now fall within Minregion’s remit will continue. We are taking responsibility for their implementation and results. We are working at all levels — with members of parliament, the Government and international partners — to attract additional financing and continue, despite the full-scale war, to give people the opportunity to buy new homes,” Minister Vitalii Bezghin said.
The funding will arrive in two equal tranches by the end of 2026. The first tranche of UAH 2.5 billion will arrive soon after budget procedures are completed. The funds will be transferred to housing certificate holders and allocated according to the funding queue in the Register of Damaged and Destroyed Property system.
Housing certificate holders can buy housing on the primary or secondary market, invest in new construction, buy the land plot on which a home is located, or purchase a share in ownership of a home.
This is already the third round of financing under the project. The agreement was signed with the CEB in June during the Ukraine Recovery Conference (URC-2026) in Gdańsk.
Under two previous loan agreements with the CEB totalling EUR 200 million, UAH 9.35 billion had already been allocated to the programme in 2024–2025.
As a result, more than 6.1 thousand families who lost their homes because of the war have already purchased new homes. Overall, this has enabled more than 15.7 thousand Ukrainians to return to living in their own homes.
The eVidnovlennia programme has been operating for more than three years. During this time, more than 88 thousand families have received housing certificates totalling more than UAH 112 billion.
