In the first six months of operation of the Transparent Construction app, chief inspectors of state architectural and construction control carried out more than 1300 on-site inspections of construction projects. These were projects of medium and high complexity (consequence classes CC2 and CC3).
The app became operational in all state architectural and construction control bodies in Ukraine on 1 April 2026 and became mandatory for on-site inspections of facilities before they are commissioned.
Transparent Construction introduced uniform inspection standards and helps minimise the risk of abuse. It provides for inspector authentication, geolocation recording, mandatory checklists and photographs taken directly at the site. This makes it possible to document the inspection process and confirm its results.
Inspection results, including photographs, are now publicly available on the portal of the Unified State Electronic System in Construction.
How anyone can view the inspection results:
The Transparent Construction mobile app was developed by the Ministry for Communities, Territories and Internally Displaced Persons of Ukraine in cooperation with the State Inspectorate of Architecture and Urban Planning of Ukraine and the Ministry of Digital Transformation of Ukraine, with support from the Digitalisation for Growth, Integrity and Transparency project (UK DIGIT), implemented by the Eurasia Foundation and funded by UK International Development. The project partner is the East Europe Foundation.
The updated checklist was implemented with European Union support through the DT4UA project, implemented by the e-Governance Academy.
