Social infrastructure modernisation projects have been completed in Borshchiv and Trybukhivtsi in the Ternopil region with financial support from the European Investment Bank (EIB).
In Borshchiv, Gymnasium No. 3 was renovated and made more energy-efficient; in Trybukhivtsi, a building was reconstructed to house a modern administrative services centre.
“Community recovery is not merely a return to what was destroyed or needed repair, but an opportunity to create better, more modern and more resilient infrastructure. People should feel this in their daily lives — in a more comfortable and energy-efficient school, more accessible public services and better conditions for community residents. Projects such as those in Borshchiv and Trybukhivtsi demonstrate the practical results of the partnership between Ukraine, communities and the EU,” said Ukraine’s Minister for Communities, Territories and Internally Displaced Persons Vitalii Bezghin.
At Borshchiv Gymnasium No. 3, attended by 522 pupils, an energy modernisation project worth EUR 511 thousand was completed. It is expected to almost halve energy consumption and reduce the community’s annual heating and energy costs by approximately EUR 21 thousand.
At the school, windows and doors were replaced with energy-efficient ones, the roof, attic, facade and foundation were insulated, the heating system was modernised and an individual heating point was installed. The interior was also renovated, the grounds landscaped and lightning protection installed.
The modernisation of the gymnasium in Borshchiv was carried out by Borshchiv City Council as part of the EIB-funded “Ukraine Public Buildings Energy Efficiency” (UPBEE) project. The project is part of a portfolio of programmes implemented in Ukraine by Minregion in cooperation with international financial institutions. The programme is primarily aimed at small and medium-sized towns and territorial communities throughout Ukraine, except communities located in areas of military operations or hostilities or under temporary occupation.
▪️ In Trybukhivtsi, the village council building dating from 1939 was reconstructed and converted into a modern, accessible public services centre. The work cost EUR 420 thousand. The centre will serve around 8 thousand community residents, including internally displaced persons. Here people will be able to access administrative services, pension, employment and social protection services, as well as civil registration services, all in one place.
The building was fully insulated and its water supply, wastewater, electricity, heating and ventilation systems were upgraded. A new entrance, a vertical lift and an additional emergency exit were installed to ensure accessibility.
The reconstruction of the Trybukhivtsi centre was financed under the EIB’s “Ukraine Early Recovery Programme”, coordinated by Minregion. The programme is one of three recovery programmes with a combined European Investment Bank financing volume of EUR 740 million.
The projects were implemented in partnership with the Government of Ukraine and local authorities, with technical support from the United Nations Development Programme (UNDP).
Background: The European Investment Bank has operated in Ukraine since 2007. After the start of Russia’s full-scale invasion, the EIB substantially increased its support for Ukraine’s resilience and modernisation. Since 2022, EIB financing in support of Ukraine has reached EUR 4.5 billion.
