The medium-term plans for priority public investments of regions (territorial communities) to be financed by the State Fund for Regional Development (SFRD) in 2026 have been selected.
Following a meeting of the Commission, which includes representatives of Minregion, ministries whose sectors are involved in the projects, including the Ministry of Education and Science and the Ministry of Health, and associations of local self-government bodies, 113 public investment projects worth more than UAH 1.8 billion were selected.
“These are specific projects that communities must implement this year. This means that SFRD funds must quickly produce concrete, tangible results for people — safe shelters, restored healthcare and education facilities, reliable water supply, and energy-resilient and accessible infrastructure,” said Vitalii Bezghin, Minister for Communities, Territories and Internally Displaced Persons of Ukraine.
The projects recommended for funding cover 22 regions of Ukraine.
Odesa region leads by number of projects (17 projects), followed by Ternopil region (12 projects), and Lviv, Zakarpattia, Sumy and Khmelnytskyi regions (7 projects each).
These projects are included in the unified public investment project portfolio of the region (territorial community), formed on the basis of the relevant medium-term plan for priority public investments.
Under Article 24-1 of the Budget Code of Ukraine, SFRD funds will be allocated as follows:
▪️30% of the funds — to implement medium-term plans of regions (territorial communities) that fulfil the objectives of the State Strategy for Regional Development;
▪️70% — to implement medium-term plans of regions (territorial communities) defined by regional development strategies and territorial community strategies.
The funds were distributed among the regions as follows, in accordance with the Budget Code:
▪️70% — according to the number of people living in the region;
▪️30% — taking into account the tax capacity of the local budget.
As a reminder, the 2026 state budget allocates a total of UAH 2 billion to the State Fund for Regional Development. To date, 91% of these funds has been allocated to projects addressing critical community needs under martial law. The projects and information on their implementation are displayed in the DREAM ecosystem, which provides digital support for public investment management, transparency and accountability in the use of funds.
