The agenda covered the situation in Donetsk region, the regions’ readiness to receive evacuees, and preparations for a possible increase in evacuations during winter.
In Donetsk region, because of the deteriorating security situation, mandatory enforced evacuation of children was approved for certain settlements in the Sviatohirsk and Novodonetske communities, certain areas of Sloviansk and the settlement of Sukhanivka. At the time the decision was being prepared, 245 children from 183 families remained there.
The meeting also examined accommodation for people after evacuation. The most difficult situation concerns places for people with limited mobility, people with disabilities, those requiring constant care, and evacuees with pets.
Receiving regions, including the city of Kyiv, must update data on places that are actually ready and prepare additional places. Regions must also exchange information in advance about the number of people, their arrival times and individual needs.
At the same time, regions were instructed to monitor the readiness of transit centres to operate reliably in winter, including during potential disruptions to power supply.
“A person evacuated from shelling should not then have to wait several days for a place to be found. That is why the entire route must be arranged in advance: evacuation, transit centre, transport and a specific place ready to receive the person. This is especially true for people with limited mobility and those who need care. Regions must know the real, not merely nominal, number of places ready and be prepared for increased evacuation in winter,” emphasised Vitalii Bezghin, Minister for Communities, Territories and Internally Displaced Persons of Ukraine.
