How will the rules for managing apartment buildings change, and who will be responsible for their condition and preservation?

These issues are covered by the draft law “On Housing Stock Management”, presented at the All-Ukrainian Housing Managers Forum.

The professional dialogue brought together more than 300 participants, including apartment building managers, members of parliament, government representatives, industry experts and civil society organisations.

“With support from international partners, including the Council of Europe Office in Ukraine and the Ukrainian-Estonian TEAM 2025 project, we developed a thorough document. We took account of the experience of European countries, particularly Estonia, and adapted it to Ukrainian realities and the needs of co-owners. It is essential for us that legislative solutions are clear and suitable for practical application,” said Deputy Minister Nataliia Kozlovska.

The proposed changes include:

• Introducing a simple association of co-owners to represent residents’ interests under the principle “one building, one legal entity”.
• Regulating land under apartment buildings and adjacent areas. A separate land category, “apartment building land”, is proposed for this purpose.
• Creating a unified digital housing information system combining a register, an electronic account and a portal. The system will store information about buildings, their technical condition, management arrangements, co-owners’ associations, managers and other matters.
• The draft also provides qualification requirements for managers, their responsibility for proper management and mechanisms for housing stock insurance. It has now been submitted for consideration to the Committee on State Power, Local Self-Government, Regional Development and Urban Planning.
