To make it easier for communities to enter existing urban planning documentation into MBKD, Minregion held a series of online meetings with responsible local specialists in the III quarter of 2026. More than 900 participants joined the meetings. They learned how to enter documentation into the cadastre, received answers to difficult questions and obtained practical recommendations.
In parallel, improvements are being made to MBKD’s public validator. It can be used to check urban planning data, find possible errors and inconsistencies, and prepare data for entry into the system.
The next steps in developing the system are to improve analytics, populate the cadastre with up-to-date documentation and develop electronic exchange with other state information systems.
The national Urban Planning Cadastre (MBKD) is a unified digital system for collecting, storing, processing and using urban planning documentation data. It was publicly launched at the end of 2024 to provide access to up-to-date information on territorial planning and development.
Work on developing digital services in construction is being carried out jointly by the Ministry for Communities, Territories and Internally Displaced Persons of Ukraine and the Ministry of Digital Transformation of Ukraine.
