This result was made possible by digitalisation of the construction sector and the Unified State Electronic System in the Construction Sector (EDESSB), launched more than five years ago.
Integration of EDESSB with the Diia portal enabled citizens and businesses to obtain construction services remotely, without paper documents or in-person visits to public authorities.
“Construction and urban planning are among the Ministry’s key areas of work. It is important not only to update rules and approaches, but also to make services simpler for people, communities and businesses. Ukrainians have already obtained more than 300 thousand construction services online. On average, that is about 60 thousand services a year, over 5 thousand a month and about 160 a day. We will continue developing EDESSB, with specific plans to automate processes and expand the list of services available online,” said Deputy Minister Nataliia Kozlovska.
The Diia portal currently offers 13 construction services for citizens, businesses and construction professionals. These include services related to starting construction work, commissioning facilities, obtaining a construction passport, and urban planning terms and restrictions for developing a land plot.
The construction services most often requested online are:
- Notification of the start of construction work based on a construction passport.
- Notification of the start of construction work for facilities in consequence class CC1.
- Application for a construction passport.
300 thousand online services is a significant result of the construction sector’s transition to more convenient and transparent digital processes that reduce the time needed to obtain services and the number of paper procedures. Minregion’s priorities include further digitalisation of construction and development of EDESSB.
The Ministry for Communities, Territories and Internally Displaced Persons of Ukraine is developing digital construction services jointly with the Ministry of Digital Transformation of Ukraine. Development of these digital services was supported by the “Digitalisation for Growth, Integrity and Transparency” Project - UK DIGITIT), implemented by the Eurasia Foundation and funded by UK International Development. The project partner is the Eastern Europe Foundation.
