Chernivtsi became the first regional centre to present a comprehensive community spatial development plan for consideration by the Architecture and Urban Planning Council at the Ministry.
The Council recommended the document for approval after revisions reflecting comments and proposals.
The meeting was chaired by Deputy Minister Nataliia Kozlovska. Work on the Comprehensive Plan for the Chernivtsi Urban Territorial Community took around three years. The document sets out development prospects for the entire community, including the city of Chernivtsi and the villages of Koroviia and Chornivka, and provides for updates to the Chernivtsi master plan and the city’s Historical and Architectural Reference Plan.
“The Architecture and Urban Planning Council at the central executive authority is resuming work after a break of almost ten years. Today we considered the first draft comprehensive community spatial development plan — that of the Chernivtsi Urban Territorial Community. While preparing the document, almost 400 thousand objects were processed using urban planning cadastre data. Chernivtsi became the first regional centre to present such a document for the Council’s consideration. This is an important step, as the community gains a clear vision of how to develop its territory going forward,” Nataliia Kozlovska said.
The draft defines a future development model for the entire community territory, from residential and public development to industrial, transport, recreational and nature conservation areas.
One key area is the development of economic potential. The comprehensive plan provides for two industrial parks, the development of innovative and technology enterprises, and areas for solar power plants, processing and industrial enterprises.
Alongside residential development, the plan provides for expanded social infrastructure. It also includes specific civil protection measures.
To develop recreation and tourism, the plan provides for a regional landscape park, recreational areas and a unified ecological network.
The commissioning body for the Comprehensive Plan is the Chernivtsi City Council’s Department of Urban Planning and Architecture, and the lead designer is the Ukrainian Research and Design Institute of Civil Construction LLC.
