The Ministry is working on a “Unified IDP Journey” model that will bring evacuation, temporary accommodation, housing, employment and access to basic services together into a comprehensive support system.
The main goal is to ensure that people can access assistance at every stage of forced displacement.
“Our task is to build a unified journey that will help people resolve issues critical to them. Problems arise at different stages: there is a lack of information about where people will be accommodated next, transit centres are overcrowded, and there are not enough places for temporary accommodation or sustainable housing solutions. Therefore, we must not merely evacuate people from places where their lives are in immediate danger, but create conditions for them to live sustainably in a safe place and lead a full life in a new community,” said Vitalii Bezghin.
The model provides for several consecutive stages: preparation for evacuation and safe transportation, transit, needs assessment, relocation to a host community and subsequent support with housing, employment, education, healthcare, social and other services.
An important principle is continuity of support. At each stage, it must be clearly defined who is responsible for the person and what to do if the planned accommodation does not materialise. All people who evacuate independently will also be able to receive the full assistance they need
