Ukraine is the only country in the world implementing a large-scale state compensation programme for damaged and destroyed housing during a full-scale war.
Over three years, the state eRecovery compensation programme has become not only a compensation mechanism, but also a tool for helping people return to normal life, supporting communities and restoring the housing sector.
As of 10 September 2026, 260 777 families had received compensation totalling 145.1 billion hryvnias.
In particular, more than 159 thousand families received a total of 15.5 billion hryvnias for damaged housing. The total number of applications submitted during the programme’s 3 years is over 250 thousand.
This type of compensation includes two categories: payments for minor repairs (category A) and major repairs (category B). Average compensation amounted to 69 600 hryvnias and 340 400 hryvnias respectively.
The compensation is provided under the World Bank project “Housing Repair for People’s Empowerment (HOPE)”.
More than 96 thousand families also received housing certificates for destroyed homes, worth a total of 121.4 billion hryvnias. Over 186 thousand applications were submitted in this category over 3 years.
Almost 34 thousand families have already purchased new homes.
Payments for rebuilding on people’s own land are also continuing. They began in early 2025. A total of 834 families received the first tranche, amounting to 1 billion hryvnias. Another 469 families have already received the second tranche, totalling 583.6 million hryvnias.
These payments are part of the “HOME” project implemented by the Council of Europe Development Bank.
A new component of the programme, “Housing for internally displaced persons from temporarily occupied territories”, was launched at the end of 2025. The programme currently covers internally displaced persons who are combatants or persons with disabilities as a result of the war.
The number of families that have already purchased housing with a voucher is 3297.
In total, more than 46 thousand applications have been received under this programme component, of which more than 39 thousand have already been approved by local commissions.
The eRecovery service and the Register of Damaged and Destroyed Property are implemented by the Ministry for Communities, Territories and Internally Displaced Persons of Ukraine jointly with the Ministry of Digital Transformation of Ukraine. The service and register were developed within the framework of the project “Digitalisation for Growth, Integrity and Transparency” project - UK DIGIT , implemented by the Eurasia Foundation and funded by UK International Development. The project partner is the Eastern Europe Foundation.
