A nationwide housing register for internally displaced persons is planned to launch in 2027. The system will contain up-to-date data on available housing stock and will be integrated with the IDP database
This will help identify where people need housing most and what housing is available, thereby helping to provide homes more effectively to those forced to leave them. Overall, the state and communities will gain a digital tool for managing housing resources and will be able to use them better to meet people’s needs.
“The issue of housing for internally displaced people is directly linked to the register inventorying housing stock for IDP needs. We want to complete this stage, because without relevant data we disperse scarce resources. Therefore, in 2027 we plan to launch a housing register for IDPs, already populated with data and integrated with the IDP database,” — said Vitalii Bezghin, Minister for Communities, Territories and Internally Displaced Persons in an interview “Interfax-Ukraine”.
The register will be a nationwide information and analytical system containing information about housing properties and their use. This does not mean centralising housing management: communities will continue to manage the housing stock and make decisions on allocating housing.
Verified data will make it possible to identify social housing needs more accurately, assess the available housing stock and plan its restoration, conversion or construction. It will also help communities and the state engage in substantive dialogue with international partners and attract financing for housing projects.
