Ukraine has received the first €50 million tranche from the Council of Europe Development Bank and the Government of Italy. The funds will be used to finance housing certificates.
“Thanks to the first tranche, more than 2 thousand families will soon be able to purchase new homes to replace those destroyed by Russia. Behind every figure is a Ukrainian family and an opportunity to have a home of their own again. I thank the Council of Europe Development Bank and the Government of Italy for their concrete support,” said Vitalii Bezghin, Minister for Communities, Territories and Internally Displaced Persons of Ukraine.
This is the first tranche of the €100 million raised this year under the HOME project “Compensation for Destroyed Housing”. The Council of Europe Development Bank provided €25 million and the Government of Italy another €25 million. Ukraine agreed this financing with international partners during URC-2026 in Gdańsk.
The funds have already been received in the account of JSC Ukreximbank. They will soon be transferred to Ukrposhta’s account to finance housing certificates.
Ukraine had previously raised €200 million from the Council of Europe Development Bank under the HOME project. These funds financed more than 6 thousand housing certificates.
For more than three years, eRecovery has helped Ukrainians repair damaged housing and purchase new homes to replace those destroyed. Since the programme began, more than 260 thousand families have received compensation totalling over 145 billion hryvnias. More than 33 thousand Ukrainian families have already purchased new homes using housing certificates.
