The government draft law No. 16012 has been registered in the Verkhovna Rada to regulate the privatisation of state and municipal housing damaged or destroyed as a result of Russian aggression. Earlier, the Government supported Minregion’s proposal to allow the privatisation of such housing and amend the Law “On the Privatisation of the State Housing Stock”.
People currently living in non-privatised apartments or houses are tenants rather than homeowners. As a result, they cannot receive compensation for damaged or destroyed property as owners.
The draft law proposes an exception to the general rule and would allow the privatisation of unsafe housing if it was damaged or destroyed after 24 February 2022 and has a corresponding inspection report. This would allow tenants entitled to privatisation to register ownership and apply for assistance under the eVidnovlennia programme.
It is important for draft law No. 16012 to be considered by the Verkhovna Rada as soon as possible and for the proposed changes to be supported by members of parliament. For people whose homes have been affected, this would provide an opportunity to register ownership and receive the assistance needed to repair their homes or compensation for their loss.
