On 15 July 2026, the Government increased funding for the Ukraine Recovery Programme, implemented with support from the European Investment Bank (EIB), by UAH 1 billion. The Cabinet of Ministers has now allocated these funds to communities in 16 regions of Ukraine, after which they will be transferred to local budgets as a subvention from the state budget.
As a result, the Programme’s total funding in 2026 increased from UAH 987.1 million to almost UAH 2 billion.
“The additional resources will allow us to continue financing projects already being actively implemented and to include 25 new projects approved by the EIB in the programme. This brings the total number of approved projects from 138 up to 163. For communities, this means they can move on to concluding loan transfer agreements and conducting procurement. In other words, we are taking the next step to turn funding into specific restored facilities in the regions,” — said Vitalii Bezghin, Minister for Communities, Territories and Internally Displaced Persons.
The funding concerns the restoration of social and critical infrastructure and housing and utilities, as well as the construction and restoration of social housing. Projects include schools, kindergartens, shelters, hospitals, utility networks and housing.
The distribution of funds took into account each project’s stage of readiness (the availability of current project documentation, a concluded loan transfer agreement, the status of procurement, and so on). This will direct funding primarily to projects already ready for implementation or at an active stage.
Funding will be directed to local budgets in 16 regions of Ukraine: Vinnytsia, Volyn, Dnipropetrovsk, Zhytomyr, Ivano-Frankivsk, Kyiv, Kirovohrad, Lviv, Mykolaiv, Odesa, Poltava, Rivne, Sumy, Kharkiv, Cherkasy and Chernihiv regions.
The projects are being implemented with funds raised under the Ukraine Recovery Programme Finance Agreement between Ukraine and the European Investment Bank. Under the Finance Agreement’s procedures, projects must complete the required selection stages and be approved by the EIB to receive programme funding (we explain this in detail at the link).
