Digital construction tools are becoming more accessible to professionals working directly on sites. The “Transparent Construction” mobile app can now be used by technical inventory specialists who inspect buildings and structures, take the necessary measurements and record their technical characteristics.

The app will be available to all specialists and organisations conducting technical inventories — state, municipal and private enterprises and organisations.

Hundreds of thousands of technical inventories are carried out in Ukraine every year, and they are used by enterprises, businesses and citizens alike. In 2025, more than 761 thousand technical inventories were registered in the Unified State Electronic System in the Construction Sector (EDESSB), and by September 2026 the figure had already exceeded 587 thousand.

What does the app offer?

“Transparent Construction” is an additional mobile tool for working directly on site. During a site visit, it allows a specialist to:

▪️ take photos of a site and link them to a specific object in EDESSB;

▪️ automatically record geolocation both in the app and in photo metadata;

▪️ add comments to photographs;

▪️ after completing photographic documentation of planned sites;

▪️ take additional photos without linking them to a specific object;

▪️ view planned sites in the “Map” section

▪️ according to the entered addresses;

▪️ switch between different organisations if the specialist works for several enterprises.

❗ Important: the app does not replace the EDESSB account. It complements the main process and allows part of the work to be done directly on site, so data does not have to be entered manually after returning from a visit.

❓ How it works

Before starting work, the technical inventory specialist signs in using Diia.Signature and grants access to geolocation. A list of planned sites for the visit is transferred from EDESSB to the app.

After the inspection, materials can immediately be linked to the specific site and location of the work. This simplifies subsequent work with the data in EDESSB.

The “Transparent Construction” mobile app was developed by the Ministry for Communities, Territories and Internally Displaced Persons of Ukraine in cooperation with the State Inspectorate of Architecture and Urban Planning of Ukraine and the Ministry of Digital Transformation of Ukraine, with support from the “Digitalisation for Growth, Integrity and Transparency” project (UK DIGIT), implemented by the Eurasia Foundation and funded by UK International Development. The project partner is the Eastern Europe Foundation.
