Border crossing procedure
Internally displaced persons (IDPs) cross the state border of Ukraine on the general grounds established by Ukrainian legislation. Having an IDP certificate does not in itself confer any special privileges or restrictions regarding border crossing.
The crossing procedure depends on whether a person is leaving Ukraine or returning to Ukraine, as well as on their citizenship, age and other circumstances.
IDPs travelling abroad
To cross the border, a Ukrainian citizen must have a document granting the right to leave and enter Ukraine, in particular a Ukrainian passport for travel abroad.
During martial law, special rules apply to certain categories of citizens.
Women and children - cross the border under the general rules, taking document requirements into account.
Children under 16 - leave under the accompaniment rules provided for by law.
Men aged 18–60 - are subject to the established restrictions, except in cases provided for by law.
Men aged 18–22 inclusive - are not subject to restrictions on leaving during martial law, except in the cases specified by the Rules.
Men who have the right to leave on special grounds must provide the relevant supporting documents
