How to obtain an IDP certificate?
08 September 2025
The service is free of charge. You can apply online in the Diia application, or at an Administrative Services Centre, a social protection authority or the executive body of a village, settlement or city council.
You can submit an application yourself if you are over 14 years old. Parents must apply on behalf of a child. If a person has been declared legally incapable or has limited legal capacity, their legal representative submits the application on their behalf.
To obtain a certificate online, do the following:
- Open the Diia application;
- Select “Services”;
- “Obtain IDP status”;
- Enter your current address;
- Confirm your location by sharing your geolocation;
- If you have a child and their birth certificate is in the application, you can obtain a certificate for them as well. If you have no children or no birth certificate, tap “Register without children”;
- You can apply for state financial assistance immediately. To do so, tap “I want to receive assistance”;
- Select an ePidtrymka card for the funds to be credited to. If you do not have such a card, you need to obtain one;
- Check that all the information in the application is correct and tap “Send”.
Important: to obtain an IDP certificate, your taxpayer card and one of the following passports must appear in the application: an ID card or a biometric international passport. Biometric document data are specifically required to generate the certificate, so if this information is unavailable, you will have to apply offline.
To obtain a certificate offline, you need to:
- choose the nearest social protection authority, the executive body of a village, settlement or city council, or an Administrative Services Centre. Administrative Services Centres where you can do this are listed at the link: https://center.diia.gov.ua/centri-so-nadaut-adminposlugi-dla-vpo.
Important: to obtain a displaced person's certificate in Kyiv, contact the district social protection office for your actual place of residence. You can view their contact details at the link: https://old.kyivcity.gov.ua/content/kontakty-upravlin-soczahystu.html.
2. prepare all the necessary documents and take them with you (the list is below);
3. choose a bank card for payments or order a new one at any bank;
4. visit the social protection office or Administrative Services Centre and apply for assistance.
A signed and stamped certificate is usually issued on the same day. However, if your documents do not contain a record of your registered place of residence in the territory from which you evacuated, consideration of the application may take up to 15 working days.
Required documents:
- an application for registration as an internally displaced person (online or on paper);
- a passport of a citizen of Ukraine;
- if your registered address is not stated in your passport, you should provide another document to confirm it. This may be a military ID, employment record book, medical documents or other documents confirming that you lived in the relevant territory.
If a legal representative submits the application, the following must also be provided:
- a document identifying the legal representative;
- a document confirming the person's authority as a legal representative (or the family relationship between the child and the applicant);
- the child's birth certificate.
