Access to free medical care

Due to russia’s full-scale invasion, millions of Ukrainians have been forcibly internally displaced: they have left their homes and temporarily moved to safer regions of the country. Regardless of their place of residence and registration, everyone can receive the same full scope of medical care, regardless of their place of registration or residence. This right is implemented through the Medical Guarantees Program, which also covers the needs of internally displaced persons.

The Medical Guarantees Program includes all main types of medical care:

1) emergency medical care (regardless of whether a declaration has been signed with a family doctor);

2) primary medical care;

3) specialized medical care;

4) palliative medical care;

5) rehabilitation in healthcare;

6) medical care for children under 16;

7) medical care related to pregnancy and childbirth.

As well as medicines provided free of charge or with a partial copayment under the  reimbursement program  Affordable Medicines | National Health Service of Ukraine, Medicines and Medical Devices Reimbursement Program | National Health Service of Ukraine

.

The entry point to free medical care remains a primary care doctor: a family doctor, general practitioner or pediatrician. This may be a doctor at a municipal or private facility, or one who works as an individual entrepreneur under a contract with the NHSU, or one who works as an individual entrepreneur under a contract with the NHSU. Patients temporarily living in other settlements in Ukraine who need medical care should contact the nearest healthcare facility with an NHSU contract and sign a declaration with a family doctor.

You do not need to cancel your previous declaration. When you sign a new declaration with your chosen doctor, the changes will be recorded automatically in the electronic healthcare system and the previous declaration will be canceled automatically.

With a declaration signed with a doctor, patients gain  access to free services for the diagnosis and prevention of the most common diseases, advice on a healthy lifestyle, referrals to specialist doctors and prescriptions for medicines; they can receive vaccinations according to the preventive vaccination schedule and obtain certificates, sick leave certificates and other documents.

You can find the nearest healthcare facility or doctor with an NHSU contract to provide particular types of medical services:

- on the NHSU dashboard  Electronic map of primary medical care locations

- by calling the NHSU contact center at 16–77.

The Medical Guarantees Program provides all Ukrainians with the same free range of and access to medical services, regardless of whether they have internally displaced person status.
