What are the grounds for registration as an internally displaced person?

The grounds for obtaining IDP status are the forced displacement of a person within Ukraine as a result of, or in order to avoid, the adverse consequences of circumstances specified by law.

These circumstances include:

• armed conflict;
• temporary occupation;
• widespread violence;
• human rights violations;
• emergencies.

Do these circumstances need to be proved?

No, if information about them is already contained in official reports or communications from:

• the United Nations High Commissioner for Human Rights
• the Organization for Security and Co-operation in Europe
• the International Red Cross and Red Crescent Movement
• the Ukrainian Parliament Commissioner for Human Rights
• the central executive authority responsible for formulating state policy in the field of civil protection.

These circumstances also do not require additional proof if the relevant decisions have already been adopted by authorized state bodies or a court.
