Where can an application be submitted?

An assistance recipient can submit an application in one of the following ways:

  • Through the Diia portal
  • Through an Administrative Services Center
  • Through a notary

If an application is submitted by the assistance recipient’s representative, it can only be submitted through an Administrative Services Center or a notary.

How do you apply through Diia?

To submit an application, you must undergo electronic identification and verify your identity using the available means of electronic identification.

Once the application has been generated, it must be signed with an electronic signature. The following can be used:

  • a qualified electronic signature (QES);
  • an advanced electronic signature based on the assistance recipient’s qualified electronic signature certificate

When submitting an application through the Diia mobile app, the remote qualified electronic signature “Diia.Signature” is used and applied to it.

What documents are required to apply at an Administrative Services Center?

When submitting an application, you must provide the Administrative Services Center administrator with:

  • a document proving your identity and confirming Ukrainian citizenship;
  • a document confirming registration in the State Register of Individual Taxpayers (taxpayer registration number).

An exception regarding the taxpayer registration number is provided for persons who have refused it on religious grounds, have notified the regulatory authority and have the corresponding mark in their passport.

If an application is submitted by a representative, a document confirming their authority must also be provided.

How is an application processed at an Administrative Services Center?

The Administrative Services Center administrator:

  1. Generates an electronic application using the Diia portal.
  2. Prints the application and provides it to the applicant or representative for review.
  3. After the review, the applicant or representative signs the application.
  4. The administrator applies their electronic signature to the application.

Where is the application sent after signing?

After being generated and signed, the electronic application, regardless of the chosen submission method through Diia, an Administrative Services Center or a notary, is transferred to the Register of Damaged and Destroyed Property for further processing by the administrative service provider.

The application for assistance is reviewed by a commission at the assistance recipient’s place of residence as specified in their certificate of registration as an internally displaced person.

After a decision has been made:

1. If the decision is positive, the authorized body approves the commission’s decision to provide assistance and the housing voucher.

2. If the application was submitted through Diia, the approved commission decision and the housing voucher (in the event of a positive decision) are automatically and immediately sent to the applicant through the Diia portal or the Diia mobile app.

3. If the application was submitted through an Administrative Services Center or a notary, the commission’s decision and the housing voucher are sent through the Diia portal to the Administrative Services Center or notary through which the application was submitted. No later than the next working day after receiving the result, the Administrative Services Center administrator or notary informs the assistance recipient or their representative. The result of the application review is printed on ordinary paper, without special forms, and handed personally to the assistance recipient or their representative.
