Residential care
16 October 2025
Residential care for internally displaced persons (IDPs) is provided under the “money follows the person” experimental project. It allows older people and persons with disabilities who need assistance to choose their own service provider and pay for services from a special account. To receive the service, an application must be submitted to a local self-government body and an agreement signed with the provider, after which the Fund for Social Protection of Persons with Disabilities transfers funds to the recipient's special account.
How to obtain the service:
1. Submit a written or electronic application to the local self-government body at your place of residence or where you apply.
2. The local authorities will appoint responsible persons and determine your individual social service needs.
3. You choose a service provider yourself from the list compiled by the Fund for Social Protection of Persons with Disabilities.
4. Once a provider has been selected, an agreement for the service is signed.
5. The Fund for Social Protection of Persons with Disabilities will transfer funds to your bank account to pay for the services.
6. You pay the chosen service provider yourself using your card.
Who can receive the service:
- Older IDPs.
- IDPs with disabilities.
- Persons who need assistance from others and were forced to leave their homes because of hostilities.
Important to know:
This service is provided under an experimental project, so its implementation may depend on local conditions and the availability of providers.
The Fund for Social Protection of Persons with Disabilities plays a key role in compiling the list of social service providers and transferring budget funds.
