Living allowance for IDPs

The living allowance for IDPs is part of the support that the Government provides to internally displaced persons. It is a crisis payment for Ukrainians who have left their homes because of the war and are most in need of support. It is temporary and is provided to citizens who need it most.

From 1 November 2023, assistance is awarded for 6 months to a family applying for it for the first time and is paid monthly to one family member (the authorised person), calculated for each family member as follows:

for persons with disabilities and children - 3 thousand UAH;

for other persons - 2 thousand UAH.

Assistance is awarded to IDPs:

who have moved (or moved again) since 1 January 2022 from regions included in the list of territories where hostilities are taking place (have taken place) or which are temporarily occupied by the Russian Federation;

whose housing has been destroyed or is unfit for habitation and information about it has been entered into the State Register of Damaged and Destroyed Property (where technically possible), or for which documentary confirmation of the damage or destruction has been submitted by a local self-government body or, if there is none, by a regional state (military) administration;

a child born to an internally displaced person whose details are included in the Unified Information Database on Internally Displaced Persons.

Children/persons under 23 who, after reaching 18, study full-time or under a dual form of education at vocational (vocational and technical), professional pre-higher or higher education institutions and do not have families of their own may apply for assistance in person if they live separately from their family.

How to apply for the payment
