Preschool education: enrolment in preschool education institutions

Children who are internally displaced have the right to receive preschool education on equal terms with other children.

Under Article 8 of the Law of Ukraine “On Preschool Education”, every child is guaranteed the right to preschool education. Children have the right to receive preschool education at the municipal preschool education institution that is most accessible and closest to their place of residence.

Under part two of Article 13 of the Law of Ukraine “On Preschool Education”, internally displaced children who live in the service area of the relevant municipal preschool education institution have priority in the order of admission to that institution.

Children are enrolled in available places throughout the calendar year on the basis of an application from a parent or another legal representative of the child and the documents required by law, in accordance with the established order of priority.

To enroll a child in a preschool education institution, you need to:

  • choose a preschool education institution and find out whether places are available;
  • submit an application for enrollment;
  • provide the child’s birth certificate and a medical certificate on the child’s health, with a doctor’s conclusion on their ability to attend the institution;
  • provide a certificate of registration as an internally displaced person to confirm IDP status.

Enrollment is carried out by order of the head of the preschool education institution.

If no places are available, parents may contact the relevant education authority for information on other preschool education institutions and options for securing a place for the child.
