Ranking of Administrations by the Accessibility of Physical Environment Facilities and Services for Persons with Disabilities
11 January 2025
Ranking of regional and Kyiv City military administrations by the accessibility of physical environment facilities and services for persons with disabilities (based on the results of monitoring in 2022)
Pursuant to paragraph 14 of the Procedure for Monitoring and Assessing the Accessibility of Physical Environment Facilities and Services for Persons with Disabilities, approved by Resolution of the Cabinet of Ministers of Ukraine dated 26 May 2021 No. 537, and according to the results of monitoring conducted in 2022, the Ministry compiled a ranking of regional military administrations by the accessibility of facilities.
At the beginning of the year, the Ministry, together with civil society organisations, identified a list of five types of facilities subject to monitoring in 2022, which included:
- buildings for accommodating evacuated persons (dormitories, modular settlements, etc.);
- administrative buildings;
- buildings of social service providers;
- employment centres;
- financial institutions (banks, post offices, insurance companies, non-state pension funds, investment funds).
It should be noted that in 2022, under martial law, conducting inspections of facilities in the regions of Ukraine was significantly complicated or altogether impossible.
In particular, due to objective circumstances related to active hostilities and the temporary occupation of certain areas of Donetsk, Luhansk, Mykolaiv, Kharkiv, Kherson and Zaporizhzhia regions, carrying out this work was significantly complicated or impossible. At the same time, despite the difficult circumstances, accessibility assessments were conducted in most regions of Ukraine.
About 13,000 facilities in 957 territorial communities were inspected. All communities in Chernihiv, Khmelnytskyi, Ternopil, Kirovohrad, Kyiv and Zhytomyr regions and in the city of Kyiv took part in the monitoring. Monitoring was less active in Chernivtsi and Zaporizhzhia regions, where 25% and 18% of communities participated, respectively. The largest numbers of facilities among the specified types were inspected in Kyiv Region: 1,353 facilities; Dnipropetrovsk Region: 1,077 facilities; and Khmelnytskyi Region: 1,007 facilities.
