# Subsidy for housing rental payments

**Who can receive the subsidy**

**The subsidy is available to internally displaced persons who:**

have left temporarily occupied territories or combat zones (the current List of territories is available at the link), or whose housing has been destroyed or is unfit for habitation;

do not own housing in safe regions;

rent housing or are looking for housing to rent, but spend more than 20% of their income on it;

are not related to the landlord;

live in accommodation for which no compensation is paid under the Prykhystok programme.

Family-type children’s homes and foster families may also use the programme.

**How to apply for a housing rental subsidy**

1. Together with the homeowner, sign:

A rental agreement (you can use your own template or the sample - the main requirement is that it contains all the necessary information);

An application for the subsidy (a sample is available at the link).

**2. Submit the documents to the Pension Fund of Ukraine:**

offline - on paper at any Pension Fund service centre or Administrative Services Centre;

online - through the Pension Fund’s electronic services portal. In this case, the documents are submitted electronically and signed with qualified electronic signatures by both parties. We explain step by step how to submit the documents online here.

**Within 10 working days, you will receive a notification about:**

award of the subsidy and its amount;

any need to clarify the information;

or refusal, with an explanation of the reasons.

Within 10 days, you will receive information from the Pension Fund about the decision: either the award of the subsidy and its amount, the need to clarify information or correct errors, or refusal (with an explanation of the reason).

**How much is the rental subsidy**

The subsidy amount is determined individually, taking into account:

your family’s income;

the number of family members;

the cost of rent in your region.

**Who can receive compensation**

Compensation is available to homeowners who:

rent housing to IDPs;

are not related to them;

do not receive compensation under the Prykhystok programme.

Compensation is available both to individuals and to sole proprietors paying the single tax (groups 2 and 3, economic activity classification code 68.20).

**How to apply for compensation**

1. Together with the IDP, sign a rental agreement and a joint application. A sample agreement is available here, or you can use your own. The main requirement is that the agreement contains all the necessary information. **2. Submit the documents to the Pension Fund or an Administrative Services Centre**

offline - on paper;

You will receive a decision within 10 days.

**How much is the compensation**

Compensation is calculated according to the form of taxation (the so-called social standards and regional price differences are also taken into account).

for individuals and sole proprietors under the general taxation system - personal income tax of 18%, military levy of 5%;

for group 2 sole proprietors, taking into account a single tax rate of no more than 20% of the minimum wage, and a military levy of 10% of the minimum wage;

for group 3 sole proprietors, taking into account the single tax rate: 3% with value added tax or 5% without value added tax, and a military levy of 1%.
