Conditions for receiving assistance to restore damaged housing. ### **1. If the housing is damaged** **Conditions for receiving assistance to restore damaged housing** **Funds are provided if:** It was damaged by hostilities after 24 February 2022 After the entry into force of Decree of the President of Ukraine No. 64/2022 of 24 February 2022 “On the Introduction of Martial Law in Ukraine” It is located in a non-occupied territory where no active hostilities are taking place In accordance with the list of territories where hostilities are taking place (have taken place), or that are temporarily occupied, approved by the Ministry of Reintegration It can be restored Following an assessment by the commission, it was deemed possible to restore It has not been fully repaired independently Assistance is available if the owner has not yet carried out repairs at their own expense **The funds can be spent on purchasing construction materials or commissioning repair services.** **To receive assistance, you need to** Submit a report of damaged property through the Diia app or portal, or at an Administrative Services Center 1. Open an eVidnovlennia bank account 2. Apply for a payment through Diia or an Administrative Services Center 3. Allow a local authority commission to inspect the property to determine the amount of compensation 4. Wait for the decision to be entered in the Register of Damaged and Destroyed Property 5. Receive the money on your eVidnovlennia card 6. Use the funds to carry out repairs 7. Submit a report on the completed repairs through the Diia app or portal If the commission awards a payment of UAH 200 thousand or more, it will be divided into two parts. You will receive 70% of the amount in the first payment and the remainder in the second. To receive the second payment, you will need to submit a report on the interim work and purchased materials through the Diia app or portal. **2. If the housing is destroyed** **Conditions for receiving assistance if the housing was destroyed** **Funds are provided if:** It was destroyed by hostilities after 24 February 2022 After the entry into force of Decree of the President of Ukraine No. 64/2022 of 24 February 2022 “On the Introduction of Martial Law in Ukraine”. It cannot be restored It was deemed uninhabitable following an assessment by the commission. In other words, it is completely destroyed and cannot be repaired. It is located in a non-occupied territory The service is available if your destroyed housing is located in a non-occupied territory or in an area of active hostilities. The housing is recorded in the State Register of Rights to Immovable Property An application can be submitted if the housing ownership rights of all owners are entered in the State Register of Rights to Immovable Property. **Compensation for destroyed housing can be received in one of two forms** The first is a certificate to purchase a new home. The second is monetary payments for independent reconstruction. You can receive either a certificate or funds for construction. **Compensation in the form of a certificate** Compensation is provided for destroyed housing that cannot be restored. The certificate allows you to purchase a new home. **The amount of compensation is calculated by the commission** A special commission reviews the application and analyzes the information received. The amount of compensation is calculated using a formula approved by the Cabinet of Ministers. Payments are provided to owners of destroyed private houses who plan to rebuild independently. To do this, you must own a land plot for construction. **Compensation can be spent on purchasing housing or building new housing.** **To receive assistance, you need to:** 1. Submit a report of destroyed property through the Diia app or portal if you have not done so before 2. Submit an application for compensation through the Diia app or portal, or at an Administrative Services Center 3. Wait for a decision on the application 4. If you applied for a certificate, submit an application in Diia to reserve funds, select housing and contact a notary. 5. If you applied for monetary compensation, register a notice of commencement of construction work and submit an application in the Diia app for the first payment to be credited 6. Conclude an agreement with a notary. The reserved funds will be transferred to the property seller’s account **A notification that the certificate is ready will be sent to the Diia app and to the Diia portal if you submitted your application there.** **The electronic certificate will be sent automatically and stored in the Register of Damaged and Destroyed Property.** The certificate can be used to purchase property on the primary or secondary market, invest in a property under construction, or make a down payment under the state eOselia mortgage program. **To use a certificate to purchase housing, you need to:** 1. submit an application in Diia to reserve the funds under the certificate; 2. wait for confirmation in Diia that the funds have been reserved; 3. conclude a purchase agreement with a notary, specifying the certificate as the payment method. The reserved funds will be transferred to the property seller’s account.
