# Compensation for employers who hire IDPs

**Compensation of wage costs for employing IDPs**

**You can apply through the portal****Diia****(the service takes a few minutes and the application is signed with a qualified electronic signature or Diia.Signature)**

The service is intended to compensate employers for wage costs for each person employed who was internally displaced as a result of hostilities during martial law in Ukraine.

The application is processed within 5 working days.

**How to receive the service?**

**Online**

1. Register or sign in to your citizen account on the diia.gov.ua portal using an electronic signature.

2. The Diia portal will find you in the Pension Fund of Ukraine's list of payment recipients.

3.. After verification, select the period for which compensation is required and enter information about the internally displaced person employed.

When selecting the compensation period for the second and subsequent months, confirm the person's continued employment.

4. If applications for previous months of compensation for the internally displaced person employed were submitted to a branch of the State Employment Centre, when selecting the period for receiving compensation for this person for the current month, indicate this in your answer to the relevant question and enter information about the internally displaced person employed, then confirm their continued employment. 5. The portal will check whether this person is in the IDP register. 6. Enter the current account details for receiving the funds, after which the Portal will generate an application. 7. Sign the application with an electronic signature, after which it will be sent to the State Employment Centre

**Offline** Contact your local employment centre or send an email with information about the employment of an internally displaced person.

**Through an electronic account or by submitting an application in person to the****State Employment Service**

State support for employers who employ internally displaced persons (IDPs who obtained this status after 24.02.2022) during martial law.

**Service processing:**

a decision on granting compensation is made within 5 calendar days

**Compensation amount:**

the minimum wage

**Who can receive compensation?**

• Employers (legal entities and individual entrepreneurs) who officially employ IDPs, pay the unified contribution, have no arrears in its payment and submit tax reports on time.

• Please note that an IDP does not have to be registered as unemployed with an employment centre!

• Compensation is not provided to employers that are budget-funded institutions or social insurance funds.

**How to receive the service?**

**1. Employ an IDP:** Formalise the employment relationship.

**2. Submit an application:** Do this through the  “Employer's Electronic Account” on the State Employment Service website using an electronic signature, or contact the employment centre where you conduct your activities. Currently, due to technical updates on the Diia portal, submitting applications through this resource for compensation of wage costs for employing internally displaced persons is temporarily unavailable..

**3. When contacting the employment centre, attach the required documents:**

• A copy of the order on the employment of the IDP.

• Information on the payment of wages.

• Documents confirming the employee's IDP status.

• If employing a person with a disability, a copy of the document confirming the disability.

**Compensation is paid monthly to the employer's account.
 Payment duration:**• 3 months;
• 6 months:
▪ for employers operating in areas of possible hostilities or areas of active hostilities included in the list of territories where hostilities are taking place (have taken place) or which are temporarily occupied by the Russian Federation, approved by the Ministry for Development, for which no date has been set for the end of hostilities (the end of the possibility of hostilities);
▪ for persons with disabilities among internally displaced persons.

**Compensation amount:** equal to the minimum wage for a full month of work for each IDP employed.
