To do this, amendments are proposed to the Law “On the Privatisation of the State Housing Stock” to clarify the list of housing that is not subject to privatisation. The relevant draft law will be submitted to the Verkhovna Rada for consideration.

*“Currently, the law does not regulate the privatisation of apartments and houses that have become unsafe because of damage or destruction. People living in non-privatised housing are only tenants. Therefore, if such housing is damaged or destroyed, they cannot receive compensation as owners. We propose changing this situation so that citizens who are entitled to do so can privatise their housing and receive state support. We hope that parliament will support these changes in the near future,” said Vitalii Bezghin, Minister for Communities, Territories and Internally Displaced Persons*.

The proposed changes are intended to allow the privatisation of such housing and clearly define the procedure in cases where it has become unsafe because of hostilities, attacks and other consequences of Russian aggression.

This will enable residents of such housing who are entitled to privatisation to register ownership.

Currently, only housing owners whose ownership is registered in the State Register of Real Property Rights can receive compensation. The changes are intended to regulate the privatisation of state or municipal housing and enable people to register ownership of damaged or destroyed housing more quickly so they can receive compensation for its loss or restoration.
