The document defines the powers of the new Ministry and establishes its key areas of work.

State policy on community and regional development, local self-government, support for internally displaced persons and war-affected territories, housing policy, construction and urban planning, including accessibility policy, among others, is now brought together in one ministry.

“A document has been adopted that defines the mandate of the new Ministry and establishes the key areas of our work. But for me, this decision has a broader meaning. We cannot discuss community development, housing, support for internally displaced people, frontline territories, recovery and the future reintegration of de-occupied communities in isolation. These are all parts of a single state policy centred on people and capable communities,” said Vitalii Bezghin, Minister for Communities, Territories and Internally Displaced Persons of Ukraine (Vitaliy Bezgin).

Each area of the ministry’s work is of strategic importance to the country’s recovery and the development of communities.

Building a full-cycle regional policy: from community and regional development strategies and sound public investment planning to financing specific projects and delivering measurable results for people.

Preparing communities, regions and central authorities to work with European Union cohesion policy instruments. For Ukraine, this is an opportunity to build a European model of regional development now: with strong institutions, clear rules and resources directed to where they achieve the greatest results.

Another key priority is support for internally displaced people and the communities that are bearing the greatest burden of the war today. This includes housing, IDP adaptation, evacuating people from dangerous areas and preparing for the future reintegration of temporarily occupied territories.

Housing policy is a separate area of work. Continuing housing reform under the Ukraine Facility: developing affordable and social housing and youth housing construction, restoring the housing stock, including under the Recovery programme, and creating practical mechanisms to support people. Accessibility is a cross-cutting principle for the entire sector.

The Regulations defined the Ministry’s framework and responsibilities. The restoration of Minregion returns to the state an institution that sees the needs and opportunities of every community. It is the capacity of communities that will determine Ukraine’s capacity to recover and progress towards EU membership.
