At a coordination meeting with international partners, the Minregion team presented the Ministry’s regional development priorities.

By the end of 2027, the Ministry aims to build an EU-aligned system for regional development and cohesion policy for 2028–2034. Strategic projects, for which support from international partners is especially relevant, should help achieve this.

The main projects include:

**▪️ Chapter 22 and the Master Plan.** Prepare the regional development system for EU requirements and Ukraine’s future access to cohesion policy instruments.

**▪️ Strategic regional development planning for 2028–2034.** Complete the State Regional Development Strategy and ensure regional and local strategies are developed on a common methodological basis.

**▪️ Update the State Fund for Regional Development model and co-financing mechanisms,** ensuring they align with strategic priorities, multiannual programming and an improved public investment management system.

▪️ **Investment preparation.**Strengthen the ability of regions and communities to prepare high-quality investment projects and build portfolios ready to attract public, international and private funding.

**▪️ Regional development agencies.** Strengthen regional development agencies as professional institutions for preparing and implementing regional development programmes and future EU cohesion policy instruments.

**▪️ Data and digital tools.** Develop DREAM and the Unified Geographic Information System for Regional Development, and improve the collection, verification and analysis of territorial data for evidence-based regional development planning and funding.

**▪️ Community and regional capacity.** Train specialists in strategic planning, public investment, project preparation, financial management and EU procedures.

**▪️ Management and control system.** Develop mechanisms for partnership, monitoring, audit, risk management and control over the use of funds.

Additional resources and partner support will help align Ukraine’s regional development system with European approaches, prepare communities to use EU financial instruments and ensure effective investment planning for territorial recovery and development.
