Ukraine is moving from isolated initiatives using building information modelling (BIM) to the systematic application of the technology in the construction industry. This was discussed at the round table “From legislation to implementation: preparing for the introduction of BIM in Ukraine”.

The focus was on how the BIM system should operate in Ukraine, the necessary legislative changes, the readiness of the state and the market, and practical experience of using the technology in Ukraine and other countries.

“For Ukraine, BIM is first and foremost about transparency, safety and accountability in construction. We must move from individual projects and pilot solutions to the systematic use of technology and management of information about an asset throughout its entire life cycle. This is particularly important now, when we must use every hryvnia effectively at every level — from the state to the community — and make decisions based on complete, high-quality information. Today representatives of parliament, the government, the market, the professional community and international partners gathered at one table. Practical work on BIM has already been done, and the next task is to address legislative issues and create clear rules for the transition to the new system. Together, we must develop practical solutions that will allow us to move quickly and make BIM a fully fledged part of the construction process in Ukraine,” said Vitalii Bezghin, Minister for Communities, Territories and Internally Displaced Persons of Ukraine.

The key elements of introducing the technology are:

✔️ improving legislation, including the adoption of draft law No. 6383 at second reading.

✔️ adopting the Strategy for the Digital Development of Construction and Urban Planning, which will serve as a roadmap for the introduction of BIM.

✔️ integrating BIM with the Urban Planning Cadastre and the Unified State Electronic System in the Construction Sector (EDESSB).

The discussion centred on updated proposals for draft law No. 6383, which provides for the introduction of building information modelling (BIM) at every stage of an asset’s life cycle.

The Ministry developed the proposals jointly with representatives of the construction market and the FIRE (Foundations for Infrastructure and Recovery) programme.

The draft law is intended to establish the legal status of the information model and set clear, uniform rules for working with it.

At the same time, BIM will not be mandatory for all assets. The requirement will apply to assets specified by law, including those built using budget funds, funds of state and municipal enterprises and institutions, or state guarantees.

🔸For other assets, the client will decide whether or not to use BIM.

Participants also discussed the phased introduction of BIM, the training of specialists, the readiness of the Ukrainian construction market, and the state’s role in creating the necessary digital infrastructure.

🔸International experience was an important part of the event. While preparing the legislative proposals, Ukraine cooperated with British experts and took account of the United Kingdom’s experience, including the practical challenges encountered when introducing BIM.

The event was held under the FIRE (Foundations for Infrastructure and Recovery) programme with the support of the UK Government through the British Embassy in Ukraine.
