The relevant committee supported draft law No. 15543 as a basis for further work. It aims to regulate the legal status and labour guarantees of employees of military administrations of settlements.

Currently, specialists working in military administrations of settlements and exercising the powers of local self-government bodies are classified neither as civil servants nor as local government officials.

This legal uncertainty prevents their rights and guarantees in public service from being properly secured. The draft law addresses this issue.

*“In 2022, we allowed village, settlement and city heads to be appointed heads of military administrations of settlements. This worked effectively and correctly because we maintained continuity of governance. Today, the people who keep communities functioning in the most difficult areas, in frontline regions, must work under clear and fair rules. It is important to regulate their legal status and provide appropriate labour guarantees,”*— said Vitalii Bezghin.

The draft law provides, in particular, for

- extending the Law of Ukraine “On Service in Local Self-Government Bodies” to employees of military administrations who are not military personnel or representatives of law enforcement agencies

- preserving the previously held positions and legal guarantees of service in local self-government bodies for village, settlement and city heads for the period during which they head a military administration of a settlement

- enabling employment contracts to be concluded directly with the military administration of a settlement rather than with the regional military administration.

The next step is to revise the draft law in light of proposals and prepare it for consideration at second reading.
