As part of “Winter Support”, work continues to ensure resilience and access to the necessary support for people, communities and businesses. **yeOpora** brings together current national and regional programmes, practical recommendations and up-to-date contacts. Russia continues to attack Ukraine’s electricity, gas and heating infrastructure. The scale and nature of the attacks pose serious risks to a stable energy supply. The situation may vary by region. The state is preparing systematically for the heating season: strengthening the resilience of electricity, gas and heating infrastructure, building the necessary reserves, supporting communities, ensuring that Points of Invincibility are ready and implementing support programmes. Communities, institutions and businesses are taking the necessary steps to prepare for winter. It is also important that people know which existing support programmes are available to them, where to access them and what to do in the event of possible temporary infrastructure disruptions. For this purpose, the government has launched a single website with current assistance programmes, practical recommendations and up-to-date contacts. It brings together information on available support programmes and practical recommendations for different groups of people, condominium associations, institutions and businesses. The website helps users quickly find information by category, need and region. **How does it work?** To find the programme you need on **yeOpora**: - Click the “Winter Support” button. - Choose a category: “Who are you?” → “Individual”, “Family with children”, “Person from a vulnerable group”, “Government institution/local government body”, “Condominium association/housing cooperative/property manager”, “Small business” or “Large business”. - Under “What do you need help with?”, choose the type of support you need. - Select your region using the filter. **Which programmes are available?** For the public: - Winter support for frontline regions — a one-off payment of UAH 19 400 to vulnerable households in frontline areas. - Gas consumption metering. Replacement of gas meters with next-generation devices. - Energy support for homes — a preferential loan to purchase and install energy equipment for private homes. Up to UAH 600 thousand at 0–7%. - Subsidy for housing and utilities and solid fuel — state assistance for households to pay for housing and utility services and solid fuel, depending on family income. - Housing and utility benefits — reimbursement of housing and utility costs, solid fuel and liquefied gas for specified eligible groups, including service members, combat veterans, people with war-related disabilities and families of those killed. - SvitloDIM — grant support for condominium associations, housing/service cooperatives and apartment building managers to purchase equipment for a building’s energy independence. UAH 100–300 thousand per building; total budget — UAH 800 million; recipient co-financing — no more than 10%. Available in Kyiv, Kyiv region, Kharkiv and Kharkiv region; expansion to Sumy and Dnipro is planned. - Advice on connecting to an energy-independent internet service / xPON. For businesses / entrepreneurs: - Loans at 0% for energy equipment — preferential loans for individual entrepreneurs, small and micro businesses to purchase power generation equipment. Up to UAH 10 million for up to 3 years. - 5–7–9% loans for cogeneration — preferential business loans to purchase and install cogeneration units. Up to UAH 250 million for up to 10 years.
